when both:

CONFIG_BRCM_TRACING=y
CONFIG_BRCMDBG=y

but DEBUG is not defined.

I think it would help if CONFIG_BRCMDBG set DEBUG
or if some of the tests for DEBUG used CONFIG_BRCMDBG instead.
