Subject: [PATCH] PM / Domains: Provide dummy governors if CONFIG_PM_GENERIC_DOMAINS=n

This allows to compile-test drivers that refer to governors (always by
reference) when CONFIG_PM_GENERIC_DOMAINS=n.
