That seems strange. It shouldn't make a difference whether the
old_mcount is enabled or not, we need to be able to modify the code.
IMO the ARM implementation of __ftrace_modify_code() and
arch_ftrace_update_code() must not be excluded when CONFIG_OLD_MCOUNT
is not defined.
