Subject: [PATCH net-next v2 4/6] net: dsa: mv88e6xxx: move VTU code to its own file

Move the Global (1) VTU related code to its own file.

Use this opportunity to provide a cleaner API for the VTU, by renaming a
few underscore prefixed functions, split the data member of the
mv88e6xxx_vtu_entry structure into membership (for 802.1q) and port
state (for 802.1s) members, and add a mv88e6xxx_has_vtu() helper.

Older chips (such as 6185) stored per VLAN port state data alongside
port membership. Newer chips (such as 6352) use the same data register
layout, but added STU operations to store the VLAN port state data.
Brand new chips (such as 6390) have an STU and changed the data layout.

This commit prepares the addition for VTU ops by providing 6185 and 6352
variant of the VTU operations. Support for new chip can be easily added.
