Android limits tty ioctls to the following whitelist:
TIOCOUTQ
FIOCLEX
TCGETS
TCSETS
TIOCGWINSZ
TIOCSWINSZ
TIOCSCTTY
TCSETSW
TCFLSH
TIOCSPGRP
TIOCGPGRP
