Subject: [PATCH] kernel/kallsyms: replace all_var with IS_ENABLED(CONFIG_KALLSYMS_ALL)

The "all_var" looks like a variable, but is actually a macro.
Use IS_ENABLED(CONFIG_KALLSYMS_ALL) for clarification.
