Subject: [PATCH] [media] smiapp: make various const arrays static

Don't populate const arrays on the stack but instead make them static.
Makes the object code smaller and saves nearly 550 bytes.

Before:

After:
   text	   data	    bss	    dec	    hex	filename
   2802	   1040	      0	   3842	    f02	smiapp-quirk.o
