Subject: [RFC v3] scripts/sphinx-pre-install: add a script to check Sphinx install

Solving Sphinx dependencies can be painful. Add a script to
check if everything is ok.

Tested on Fedora 26 and Ubuntu 17.04.

Signed-off-by: Mauro Carvalho Chehab <mchehab@...pensource.com>

v3: check for DeJavu fonts on Ubuntu and add "sudo" to Fedora instructions
v2: add support for Fedora 26
