Subject: [PATCH 14/14] clk: tegra: Fix Tegra210 PLLU initialization

- Added necessary delays in PLLU enable sequence during initialization
- Applied PLLU lock to all secondary gates (PLLU_48M and PLLU_60M were
missing).
