Subject: [RFT 10/13] s390: lcs: constify ccw_device_id

ccw_device_id are not supposed to change at runtime. All functions
working with ccw_device_id provided by <asm/ccwdev.h> work with
const ccw_device_id. So mark the non-const structs as const.
