Subject: [PATCH v2 3/5] soc: qcom: smem: Support global partition
SMEM V12 creates a global partition to allocate global
smem items from instead of a global heap. The global
partition has the same structure as a private partition.
Signed-off-by: Chris Lew <clew@...eaurora.org>

Changes since v1:
- Move V12 descriptions to top comment
- Add cacheline support to global partition
- Add ptable get helper function
- Move global partition init to version check
