If there are more rockchip v4l2 drivers planned, then I recommend changing
the patch to rockchip/rga. That way other drivers can be added under the
rockchip directory.

Changing the rotate control while vb2_is_busy() returns true is not allowed
since rotate changes the buffer layout.

This has never been handled well by the few drivers that support ROTATE.

Some months ago we did some work to improve this: the V4L2_CTRL_FLAG_MODIFY_LAYOUT
was added and is set for this control in v4l2-ctrls.c.

What that means is that when queue_setup is called this control should be marked
as 'grabbed' (call v4l2_ctrl_grab() to do this). That means that any attempt to
change it will return -EBUSY.

When all queue buffers are freed, then v4l2_ctrl_grab() should be called again
with a 'false' argument to 'ungrab' it, i.e. it can be changed again.

What is still missing is a queue op that the driver can hook into that is called
when all buffers are released.

I've made a patch for that which I will post.
