Subject: [PATCH v2 17/31] net: Convert proto_net_ops
This patch starts to convert pernet_subsys, registered
from subsys initcalls.
It seems safe to be executed in parallel with others,
as it's only creates/destoyes proc entry,
which nobody else is not interested in.
