Subject: [PATCH][next] HID: quirks: make array hid_quirks static

Array hid_quirks is local to the source and does not need to be in
global scope, so make it static.

Cleans up sparse warning:
drivers/hid/hid-quirks.c:29:28: warning: symbol 'hid_quirks' was not
declared. Should it be static?
