Since the TX GL and the RX GL need to be set separately,
hns3_set_vector_coalesc_gl() has been replaced with
hns3_set_vector_coalesce_rx_gl() and hns3_set_vector_coalesce_tx_gl().

This patch removes hns3_set_vector_coalesc_gl().
