I have not tested, but GCC_PLUGINS_CFLAGS="${GCC_PLUGINS_CFLAGS}"
is probably unnecessary.

To detect the change of $(LD) $(LDFLAGS) $(LDFLAGS_vmlinux)
because link-vmlinux.sh depends on them.
