Subject: [PATCH 23/23] gcc-plugins: enable GCC_PLUGINS for COMPILE_TEST
The plugin availability is checked in Kconfig, so all{yes,mod}config
will not be bothered. Remove 'depends on !COMPILE_TEST'.
