The array des3_ede_skciphers is local to the source and does not need
to be in global scope, so make it static.

Cleans up sparse warning:
arch/x86/crypto/des3_ede_glue.c:407:21: warning: symbol
'des3_ede_skciphers' was not declared. Should it be static?
