Subject: [PATCH v2 20/21] gcc-plugins: enable GCC_PLUGINS for COMPILE_TEST
The plugin availability is checked in Kconfig, so all{yes,mod}config
will not be bothered. Remove 'depends on !COMPILE_TEST'.
