Subject: [PATCH 10/10] softirq: Remove __ARCH_SET_SOFTIRQ_PENDING

The last user of __ARCH_SET_SOFTIRQ_PENDING has been converted to generic
per-cpu softirq mask. We can now remove this conditional.
