The logic needs to be changed:

If neither the AP instructions nor MSAX3 is installed
     return
Set the address of the CRYCB into the CRYCBD
Clear the format mask in the CRYCBD - i.e., set to format 0 by default
If MSAX3 is installed
     If APXA is installed
         Set format 2
     Else
         Set format 1
     Set up protected key support (i.e., key wrapping)
