Subject: [PATCH] crypto: cavium: make structure algs static

The structure algs is local to the source and does not need to be in
global scope, so make it static.

Cleans up sparse warning:
drivers/crypto/cavium/cpt/cptvf_algs.c:354:19: warning: symbol 'algs'
was not declared. Should it be static?
