Subject: [PATCH 3/6] timex: prepare compat helpers for y2038 changes

Move struct compat_timex to compat_time.h.
This is in line with other compat time structures that are planned
to be deprecated eventually.

Also enable compat_get/put_timex helpers unconditionally.
