Subject: [PATCH] watchdog: fix dependencies  of menz69_wdt.o

Currently menz69_wdt.ko has a dependency on MCB or COMPILE_TEST. But
it actually needs symbols exported by MCB so the || COMPILE_TEST is
wrong.
