Subject: [PATCH] genirq: Consider domain hierarchy when checking for
 IRQCHIP_ONESHOT_SAFE

In case of a domain hierarchy we may miss the IRQCHIP_ONESHOT_SAFE
flag because we look at top of the stack only. See also discussion
