Why is this separate from PTRACE_MODE_NOAUDIT? It looks like
apparmor_ptrace_access_check() currently ignores PTRACE_MODE_NOAUDIT.
Could you, instead of adding a new flag, fix the handling of
PTRACE_MODE_NOAUDIT?
