Subject: [PATCH 4.9 66/71] net: add rb_to_skb() and other rb tree helpers

4.9-stable review patch. If anyone has any objections, please let me know.

------------------

From: Eric Dumazet <edumazet@...gle.com>

Geeralize private netem_rb_to_skb()

TCP rtx queue will soon be converted to rb-tree,
so we will need skb_rbtree_walk() helpers.
