Probably this check should be done at the top-level ioctl()? 
And, what will happen if the devices performs hard reset, but the used
keeps the file descriptor open?

AFAIU, asic_funcs->send_heartbeat() it set once at init time. The work
should not be scheduled it it's NULL, I suppose.
