Subject: [PATCH] RISC-V: Use IS_ENABLED(CONFIG_CMODEL_MEDLOW)
IS_ENABLED should generally use CONFIG_ prefaced symbols and
it doesn't appear as if there is a CMODEL_MEDLOW define.
