Subject: [PATCH 4/7] powerpc/setup: Remove unnecessary #ifdef CONFIG_ALTIVEC
CPU_FTR_ALTIVEC is only set when CONFIG_ALTIVEC is selected, so
the ifdef is unnecessary.
