I can convert it to a struct. That's how I initially had it, but I
changed my mind because most trace invocations use the macro.
Keeping this in sync will be a problem. Ideally it would be nice to use
BUILD_BUG_ON to force the map to be in sync, but there is nothing to
check it against since all the command codes are just #defined.
