Subject: [PATCH V3 03/12] misc: xilinx_sdfec: Add CCF support

Add the support for Linux Clock Control Framework (CCF).
Registers and enables clocks with the Clock Control
Framework (CCF), to prevent shared clocks from been
disabled.
