on the PCIe bus started by root port. Since this is PCIe and also a root port (and not
a switch upstream port), only one device will be present on that bus and that is device-0

It should be safe as the spec doesn't object to it and hardware engineers also confirmed
the same. Since this happens during suspend and shutdown paths, while resuming and power on
paths, device will start afresh and drivers would handle that state.
