Subject: [PATCH 18/41] perf beauty: Add generator for sync_file_range's 'flags' arg values

When all are the above are present, then we have something called
SYNC_FILE_RANGE_WRITE_AND_WAIT, that will be special cased in the
upcoming scnprintf beautifier for this flags arg.
