  Since you are removing the "def_bool y" when ARCH_HAS_MEM_ENCRYPT is 
moved to arch/Kconfig, does the s390/Kconfig need "select 
ARCH_HAS_MEM_ENCRYPT" added like you do for x86/Kconfig?
