Yes, this patch results in a bad configuration file.

CONFIG_ARCH_MMAP_RND_BITS_MIN=18

CONFIG_ARCH_MMAP_RND_BITS=0

CONFIG_ARCH_MMAP_RND_BITS=0 is outside the valid range, causing make to ask
for a valid number. Since none exists, one is stuck with something like:
