Subject: [PATCH 5.2 075/144] nl80211: fix NL80211_HE_MAX_CAPABILITY_LEN

NL80211_HE_MAX_CAPABILITY_LEN has changed between D2.0 and D4.0. It is now
MAC (6) + PHY (11) + MCS (12) + PPE (25) = 54.
