Subject: [PATCH] powerpc/64: don't select ARCH_HAS_SCALED_CPUTIME on book3E

Book3E doesn't have SPRN_SPURR/SPRN_PURR.

Activating ARCH_HAS_SCALED_CPUTIME is just wasting CPU time.
