Subject: [PATCH 5.2 070/162] enetc: Select PHYLIB while CONFIG_FSL_ENETC_VF is set

Like FSL_ENETC, when CONFIG_FSL_ENETC_VF is set,
we should select PHYLIB, otherwise building still fails:
