Please call this flash_intensity or something like that. 'brightness'
is confusing since that's the name used for the CID_USER_BRIGHTNESS
control.

Just drop this function. None of the controls are volatile, so by default
the control framework just returns the last set value, which is what you do
here.

Huh? Just drop this, this duplicates V4L2_CID_FLASH_CLASS which is added
automatically.

You do need core events:
static const struct v4l2_subdev_core_ops vimc_fla_core_ops = {
.subscribe_event = v4l2_ctrl_subdev_subscribe_event,
.unsubscribe_event = v4l2_event_subdev_unsubscribe,
};
The reason for the compliance fail is that this is missing.

It would be nice if this would actually reflect the actual strobe status.
There are more things that can be done to make this a more realistic module,
e.g. STROBE_FLASH can only be set if V4L2_CID_FLASH_LED_MODE is set to
V4L2_FLASH_LED_MODE_FLASH and V4L2_CID_FLASH_STROBE_SOURCE is set to
V4L2_FLASH_STROBE_SOURCE_SOFTWARE.
