Subject: [PATCH v3 1/4] x86/mce: Add Zhaoxin MCE support

All Zhaoxin newer CPUs support MCE that compatible with Intel's
"Machine-Check Architecture", so add support for Zhaoxin MCE in
mce/core.c.
