NET_DSA already selects NET_SWITCHDEV
MSCC_OCELOT_SWITCH already selects HAS_IOMEM
As for NET_VENDOR_MICROSEMI, does anyone care what are the results
after Kconfig prints this?

It's like executing code after return.
