Please don't add three drivers with one patch. One patch per driver, please.
Also, don't label the patch "0/1" if there is just one patch.

I don't immediately see why this driver is necessary. It should
be sufficient to add ir38164 to pmbus.c. If that doesn't work,
please explain.
