Add yaml DT bindings for Rockchip MIPI D-PHY RX

This was tested and verified with:

make dt_binding_check DT_SCHEMA_FILES=Documentation/devicetree/bindings/phy/rockchip-mipi-dphy.yaml
make dtbs_check DT_SCHEMA_FILES=Documentation/devicetree/bindings/phy/rockchip-mipi-dphy.yaml
