OK, I hate maintaining this sort of black magic code, but that's a
fair point, and we don't have to fix everything at once.
pci_assign_unassigned_root_bus_resources() and
pci_assign_unassigned_bridge_resources() both have this code fragment,
and I *assume* both should be changed?
