This path has the problem. I'm missing that.

'struct devfreq_passive_data' is only defined
when CONFIG_DEVFREQ_GOV_PASSIVE is enabled.

In case of when CONFIG_DEVFREQ_GOV_PASSIVE is disabled,
p_devfreq should be initialized with NULL as following:
