The clocks should be required for msm8998.  I know the current dts is
broken.  As soon as I can get some time to make more progress on it,
I'll push it forward toward being correct.

Yeah, thats intentional since we don't have bindings for all of the
clocks that feed into the msm8998 gcc right now.
