arm/patch: Fix !MMU compile
Now that patch.o is unconditionally selected for ftrace, it can also
get compiled for !MMU kernels. These (obviously) lack
{set,clear}_fixmap() support.
Also remove the superfluous __acquire/__release nonsense.
