This is because you used oldconfig.

The 'imply' keyword defines the default
of symbols _without_ user-defined values.

oldconfig loads the .config file,
which contains the user-defined values.

When you test the 'imply' keyword,
you must start Kconfig from a pristine state
(e.g. 'make defconfig')
