Echoing Bjorn's comment on the config name, the user-visible prompt and 
help text need to be clearer as well. Without more context, my first 
association of "1630" is that it sounds like the model number for some 
old Adaptec SCSI card.

There should be nothing architecture-specific about this. It does have a 
clear dependency on PCI though, so Kconfig should reflect that directly. 
(You can include one of the io-64-nonatomic-* headers to allow compile

The current drivers are collected by vendor, not by what "type" of PMU 
they are, so shouldn't this belong with the other HiSilicon drivers?

So "SHIFT_S" means "shift" and "SHIFT_M" actually means "mask"? That's 
unnecessarily confusing. Furthermore it might be helpful if there was a

Personally I have a standing objection to that comment being blindly 
copied around system PMU drivers which don't support sampling, but I 
guess that's not really your fault :)

(FWIW there are still some justifications for using the same pattern for 
simple overflow accumulation, but it's not as critical is it is for 
sampling periods).
